Training on thematic performance planning.

Some Heads of Departments, Human Resource and records staffs during the performance improvement planning meeting today in the District Boardroom.The meeting that was organized by officials from Ministry of Local Government in conjunction with the Ministry of Public Service was aimed at improving performance of Local Governments for service delivery.According to Mr. Otulu Daniel, the Principal Assistant Secretary with MOLG, he informed the meeting that performance improvement planning was based on poorly performed areas in the previous National Assessment.He further explained that the Local Governments did not perform well in the areas of recruitment of staffs and record management.“Record management is not an assessment area but reports show that Local Governments were unable to provide documentary evidence during the previous assessment,”Mr. Otulu said.He noted the constitution &functionality of the consultative committees and mainstreaming of the balance score card as some of the performance areas that need attention in preparation of assessment.The members were then taken through the good practices in record management, Electronic Document & Records Management of wage (EDRMS) and management of wage bill, recruitment plans and budgeting, recruitment & access of retirees onto the pension payroll in Local Governments.The Human Resource Officer MOPS then encouraged the members to do monthly reconciliation between the IPPS and the IFMIS among other things.The Chief Administrative Officer informed the meeting that the training was timely and encouraged the Heads of Departments to analyze their monthly wage for good performance in the next assessment.
