The Department of Education is charged with overseeing the implementation of the District and National education policies and plans.  It also monitors and evaluates the performance of the education system and school operations to keep required standards within Budaka district. The areas of focus include teachers, pupils, school facilities and parents. The Department also seeks to strengthen the institutional framework for the management of schools and assurance of accountability of public resources in education programmes.The department is funded through wage, nonewage and development grants all released as Central releases from Ministry of Finance. Though the department takes the highest percentage of the District budget, most of the funds are ring-fenced on wages for teachers. The District Council equally joins the Government to promote education for all its citizens in partnership with parents and other members of the community. As such the Government's Education policy is to promote quality basic education by improving access by girls and boys, equity and retention in all primary schools and other levels of learning.

The department designed the following strategies for effective delivery of quality services: assignment of mentors to every school in the District, close supervision and monitoring by key stakeholders i.e. technical staff, political leaders at all levels, RDC, DISO and DPC, sensitization of stakeholders on school feeding initiatives, conducting review meetings regularly and periodically, continuous professional development at Coordinating Centre Level, training of key stakeholders in education management (SMCs), assigning goodwill ambassador in the District i.e influential personalities, religious leaders among others for attitude change.

The Education  department has five local government functions listed as: pre-primary and primary education, secondary education, skills development, education and sports mangemnt and inspection and, special needs. The local government functions are actualized through outputs in each local government function. The outputs include but are not limited to the following: primary teaching services, distribution of primary educational materials, primary school services through transfer of UPE grants, secondary teaching services, secondary capitation grants (USE), tertiary education for skills development, education management services, monitoring and supervision, sports development services and, special needs education services.

Educational Institutions
Educational institution is any institution whose sole or main purporse is the provision of education and such institutions must be normally accredited or sanctioned by some public authority. Budaka district has 59 Government aided primary schools and 10 Governments aided Secondary schools. There are also 16 private secondary schools and 35 private primary schools. Four Governments aided secondary schools and six private secondary schools are implementing the Universal Secondary (USE) Programme. These include: Naboa S.S, Kaderuna S.S, Lyama SS, Iki-Iki SS, and the private schools of Budaka Universal College, Budaka S.S, Rainbow S.S, Ngoma High School, Iki-Iki High School and Mugiti High School. However, Kamonkoli College is not USE schools since they provide boarding facilities to students. It can be observed that most primary schools in Budaka district are concentrated in Iki-iki and Kamonkoli sub-counties. Kakule, Mugiti and Nansanga have the least number of schools. Both UPE and USE programmes have enabled many children to access education. This has been enhanced by the education Act of 2008 which made primary education universal and compulsory.
