District Executive committee members, Heads of Departments and sector heads in a meeting today with the team from the Local Government Finance Commission (LGFC) at the district boardroom.According to Mr. Gumirisiza Johnson, the Principal Financial Analyst who doubles as the Head of Grant Advisory services Department under the LGFC, he informed the meeting that the Commission under Article 194 of the Constitution is mandated to render advice to government on all matters of financing.He further explained to members that the meeting is aimed at gathering information on financing in order to offer credible advise to government for improved service delivery.He added that their focus was on understanding issues on utilization of the funds and how the programs under unconditional grant are being implemented.He then tasked the Departments of Works, Community, Internal Audit and Natural Resource to come with their work plans of the amount of resources they need to deliver service to the population.Mr.Magoola Balamu,the Chief Finance Officer  informed members that the district is financed through Locally Raised Revenue, Central Government transfers and other external /donor financing.He further explained that the resource envelop was still small to be shared by the different departments since LLR for FY2023/24 was Ugx375,343,000,DDEG Ugx622,237,000 and District Unconditional Grant Ugx 658,533,000. He appealed to Local Government Finance Commission to increase on the resource envelope for service delivery.Ms.Jane Akiror appreciated the team from LGFC for the dialogue with the stakeholders on matters relating to finance.She then encouraged the departments of Works, Community, Internal Audit and Natural Resource to share their work plans  with the Principal Finance Analyst immediately as requested.
